I'm currently 38+2 weeks pregnant and have been getting awful ligament pain. Is this normal? Has anyone else had this?

Yes it is very normal, I had it during my first pregnancy at 20 weeks and had to use crutches and go to physio. Your body produces a hormone that softens the bone in order for it to expand to accomodate a baby during birth and labour. Sometimes it produces too much of this hormone and that's where the pain comes from.

I was told to keep your legs together when moving (when possible), e.g. if you're getting into a car, sit on the seat first and swivel around while keeping the legs together. Do the same thing when getting into bed, and for getting out of bed put your legs out first then slowly bring your body up to a seating position. Take your time and don't make any sudden movements. It's hard and annoying, but if I didn't do these things I'd get sharp shooting pains.
